From the time of incorporation in
1898, marshals were employed to maintain law and order during the summer
months in Seaside Park. The marshal would police the town on foot, and
later on motorcycle and car. Appointments were made by council on a
yearly basis. One of the first marshals was Frank Sprague, who was first
hired in 1912 and held the position until 1931. Clifford R. Brown, known
simply as “the Chief,” was in charge of the police department from 1931
through 1967.

The northwest corner of
Fourth and Central Avenues was once the hub of government activity in the
Borough of Seaside Park. The Borough Hall housed the municipal office,
town lock-up and police station. In 1927, mayor and council leased the
school annex, as the new Borough Hall, while the original building was
used by the police and courts. In 1953, a new Town Hall was built for the
municipal offices, police and fire departments at the former site of the
railroad station at Sixth and Central Avenues.
